Exclude non common projects from purview of river boards

Amaravati, July 16 :

The granting of the river boards jurisdiction over projects that Polavaram and Dowleswaram barrages which are associated with only one state were opposed by experienced irrigation engineers. They urged the Andhra Pradesh government to raise an objection with the Centre over these points which fixed jurisdictions of the Krishna and Godavari River Management Boards on Friday.

A few Guiding principles for taking jurisdiction of Projects under KRMB were deliberated and accepted in 2016 and they should have been taken into cognizance and notified jurisdiction to boards, the irrigation engineers said in a statement.

As per the guiding principles (i) Project(s) where water is to be regulated for various uses by both the State Governments (AP & TS ).

(ii) Project(s) where only power is generated and is used by both the State Governments.

(iii) Project(s) where water is used by one State and power so generated is used by the other.

(iv) Project(s) where utilization of water by one State will be affecting the allocation of water to the other.

(v) Project(s) desired by any of the State Government.

(vi) All categories of projects which will not be directly under the administrative control of the Board and are being operated/ maintained by the respective State Government shall be under the purview of the Board for the purpose of monitoring and water accounting.

The irrigation engineers said the projects /projects component listed below should only have been proposed under Jurisdiction of the river management boards. Those not included in the list should be excluded from the jurisdiction of the river boards.

1) Priyadarshni Jurala Head works

Jurala Dam including power outlets and all outlets drawing water from the foreshore of the project/ reservoir.

(i) Head Regulators of Left & Right Canals 

(ii) Head Regulators of Bhima Lift Irrigation Scheme

(iii) Ist Power House  of Nettampadu Lift Irrigation Scheme  

(iv) Ist Power House of Koilsagar Lift Irrigation Scheme

2) Neelam Sanjeeva Reddy Sagar Project (Srisailam) Head works

(i) Srisailam Dam (including power houses) 

(ii) Pothireddypadu Head Regulator 

(iii) Alimineti Madhava Reddy Project(AMRP) Tunnel Srisailam Left Bank Canal(SLBC)): Left side of Srisailam reservoir  

(iv) Veligonda Tunnel (right side of Srisailam reservoir):  

(v) Head works of Mahatma Gandhi Lift Irrigation Scheme (Kalawakurthy):   (Water would be drawn from the foreshore of Srisailam reservoir on left bank of the river from flood waters) 

(v) Head works of Handri Neeva Sujala Sravanthi (HNSS) Lift Irrigation Scheme(LIS):  (Water would be drawn from the foreshore of Srisailam reservoir on right bank of the river) 

3) Nagarujana Sagar Head works

(i) Nagarjuna Sagar Project(NSP) Dam including all power houses

(ii) Head Regulator of Hyderabad Metro Water Supply (lift scheme).The water drawn from the foreshore of the Nagarujana Sagar Reservoir is stored in the AMRP balancing reservoir where from the releases are made for both HMWS and Irrigation requirement under AMRP.  The AMRP project is taken up based on the flood waters.  Therefore, this balancing reservoir shall also be under the control of the Board.  

(iii) Head Regulator of AMRP (SLBC) Lift Scheme: (after completion of Tunnel Scheme at Srisailam, the drawls from foreshore of Nagarujana Sagar should be dispensed with)

(iv) Head Regulator of Nagarujana Sagar Jawahar (Right) Canal 

(v) Head Regulator of Nagarujana Sagar Lal Bahadur (Left) Canal and common portion of the canal. 

  The NS Left canal serves the districts of Nalgonda and Khammam in the State of Telangana and districts of Krishna, small part of West  Godavari in State of A.P.  The important locations along the main canal  are cross-regulators, in-fall and out-fall regulators of Devulapalli  balancing reservoir (near Miryalguda, Nalgonda District) and in-fall and out-fall regulators of Paleru balancing reservoir and Cheruvu Madhavaram tank on 16th and 17th Branch canals, Khammam District apart from the Inter-State border and all these shall be under control of the board.

The jurisdiction of the board at the head works of Sunkesula Barrage. Dr. K.L. Rao sagar (Pulichintala) and Prakasam Barrage is proposed to be limited to the extent of monitoring of inflows and the outflows for the integrated operation of reservoir with Srisailam and Nagarjuna Sagar Reservoir by the Board as utilisation at these projects do not have any impact on any other State. The advice of the Board for release for the purpose of integrated operation of all such reservoirs shall be binding for the operation of Sunkesula Barrage and K.L. Rao sagar( Pulichintala)

The States have to strictly adhere to their allocated share of water for respective medium project. The details of inflows and utilisation of water, cropping pattern, cropped area and irrigation scheduling will have to be informed to the Board before and after the crop season. The same will be applicable to all the minor irrigation schemes under each successor states.

The irrigation engineers are of the opinion that the projects in Tungabhadra river that have been put under KRMB purview should be removed.

Polavaram and Dowleshwaram should be removed from the purview of Godavari River Management Board, the irrigation engineers said.
